A federal audit prompted by our report further confirmed that agencies are not even enforcing this common-sense transparency law.

Well, we believe taxpayers have the right to know how much of their money animal experimenters are wasting. So we worked with Congress to introduce the Cost Openness and Spending Transparency (COST) Act to strengthen this law and withhold funds from rogue labs that don't comply.
