The Dept. of Veterans Affairs (VA) has wasted over $11 million of your tax money to purchase and kill kittens in painful spine-severing, constipation, and live brain removal experiments. We shut down the VA's Los Angeles kitten lab, but experiments are still taking place in its Louisville and Cleveland laboratories.  

The CATS Act will force the VA to close these labs, and make it illegal for the agency to test on another kitten ever again.
