The United States Department of Agriculture (USDA) does not have a policy to retire and release dogs, cats, and other healthy animals who survive experimentation and testing.
However, other federal government agencies like the Food and Drug Administration, the Department of Veterans Affairs, and the National Institutes of Health, have all created official policies to retire these animals to sanctuaries or let taxpayers and families adopt them. Democrats and Republicans in Congress have recently pushed USDA to make adoption an option at USDA.
