As a {user_data~State} taxpayer and your constituent, I urge you to cosponsor the Watchdog Act (S.3836) Act.

I was troubled to learn from White Coat Waste Project (WCW) that federal transparency laws have been plagued with issues of compliance, timeliness and accuracy:

•	WCW’s Freedom of Information Act (FOIA) requests about taxpayer-funded animal experiments have been unlawfully ignored, delayed, and rejected by agencies like the National Institutes of Health.

•	Agencies are required to process FOIA requests within 20 days, yet a Government Accountability Office report found that, between 2012 and 2018, the backlog of overdue FOIA requests grew more than 80 percent, as FOIA requests overall increased more than 30 percent. These numbers are likely to have grown during the pandemic.

•	WCW exposed how experimenters and other recipients of federal grants have been violating long-standing law by not publicly disclosing the cost of their projects. Further, a new GAO report has found that agencies are not even enforcing this important sunshine law.
    
As a taxpayer, I have a right to know how the government is spending my money. Polls show that 72% of Americans support legislation to improve transparency about government spending.

Please cosponsor the Watchdog Act to help hold federal agencies accountable to taxpayers and ensure money is being well spent.
