As a taxpayer and your constituent, I am shocked and dismayed to learn from White Coat Waste Project that my tax dollars are being wasted by the National Institutes of Health for painful and wasteful experiments on dogs. I hope that you will take action to defund this abuse. At its main lab in Bethesda, Maryland, the NIH is performing deadly “septic shock” experiments. In these long-running experiments, experimenters take young dogs, cut their throats open, and implant pneumonia-causing bacteria directly into their lungs. Then they wait to see how quickly the dogs die. Any dog who survives 96 hours is considered a “survivor.” The reward for “surviving” is immediate euthanasia. Worse still, according to documents obtained by the White Coat Waste Project, many of the dogs used in these experiments were purchased from notorious puppy mill Envigo, whose Virginia facility was recently closed by the Department of Justice for rampant, widespread animal welfare violations. The NIH funding for their septic shock experiments expires this month. I hope you will encourage the NIH not to renew these heartbreakingly cruel tests. 73% of Americans believe that Congress should work across the aisle to reduce NIH dog testing. I am one of those Americans. White Coat Waste Project has revealed many other wasteful NIH experiments, all of which are paid for with taxpayer funds, including: • $424,000 on experiments where beagles were eaten alive by sandflies. • $1.68 million to poison beagle puppies and cut out their vocal cords. • $2.3 million to inject puppies with cocaine and experimental drugs. • $18 million to strap capsules of infected flies onto their bare skin, without pain relief. • $5.6 million to infect beagle puppies with “mutant” bacteria and cover them in up to 250 ticks. Experiments such as these are a misuse of my tax dollars. I hope you will work to defund NIH’s septic shock experiments, as well as their other cruel experiments on dogs. I also hope you will consider cosponsoring H.R. 8699, the Protecting Dogs Subjected to Experiments Act. This bill, introduced by Rep. Greg Steube (R-FL), would ensure that the NIH can no longer spend our tax dollars on wasteful and cruel dog experiments. I support this legislation, and hope you feel the same way.
