Transparency matters! In order for us to expose and defund cruel and wasteful animal experiments, we must first be able to find them! That’s why Congress MUST pass the COST Act. If passed, it will ensure that government white coats who refuse publicly disclose the cost of their wasteful experiments lose taxpayer funding.

I need your help. 
I just saw a report by the White Coat Waste Project about lab animals purchased with federal dollars. 
A 1989 law, known as the Stevens Amendment, requires federal grant recipients to report their grant money in most communications.  It's similar to the reporting requirements the FEC makes for campaign commercials.  
But the White Coat Waste Project exposed that recipients of federal grants for animal experiments ignore this law over 99% of the time! 
And they do so with no repercussions. 
These experiments are gruesome.  In one, experimenters at MIT drilled into monkeys’ skulls, locking them in restraints, and studying how their brains respond to musical sounds.  In another, experimenters at Georgia State University (GSU) surgically altered hamsters’ brains before forcing them to battle in staged, scored fights. 
It’s appalling and the public needs to know what’s being done with their money. 
As a taxpayer and a constituent, I beg you: Please fix this. 
Senator Joni Ernst and Rep. Ralph Norman have have introduced the Cost Openness and Spending Transparency (COST) Act, [S. 778|H.R. 2968], to do exactly that. 
The bill requires the Office of Management and Budget to maintain a public list of noncompliant grantees. 
It's a small first step in the right direction, and one I hope I can count on you to support. 
Taxpayers deserve to know where our money is going, even at the NIH.
