As your constituent, I strongly urge you to reintroduce and pass the Cat Abuse in Testing Stops (CATS) Act immediately.

The CATS Act would permanently end painful and wasteful taxpayer-funded experiments on cats and kittens at the Dept. of Veterans Affairs (VA). It was previously supported by Democrats and Republicans in Congress.

The VA stopped its cat tests in 2021, so I was troubled to learn from the White Coat Waste Project (WCW) that the VA is moving forward with the abuse of 7 cats in a new painful and unnecessary test, despite funding restrictions enacted by Congress and opposition from both Republican and Democrat lawmakers.

I was also alarmed to learn that the VA is lying to Congress in an attempt to justify the experiments. For example, the VA’s Assistant Secretary for Congressional and Legislative Affairs told Congress the test is “required” by the Food and Drug Administration, but legislation enacted last year eliminated the FDA’s animal testing requirements following work by White Coat Waste.  The VA has misleadingly told Congress the cat tests are “painless” but the VA’s own documents show the tests involve pain and distress and that some cats may become paralyzed or die from infections.

Like a majority of Americans, I oppose my tax dollars being spent on this cruel and inefficient testing.

For several years in a row, Congress has enacted legislation directing the VA to phase-out these tests by 2025, but clearly legislative action is needed now to stop this waste and abuse. The VA should be focusing its limited resources on modern research and providing quality care to veterans, not on outdated, inefficient and cruel cat experiments.
