The Navy announced a plan to phase out the use of marine mammals for locating sea mines in favor of modern, high-tech underwater drones—they don't want to do this anymore. As a constituent and taxpayer, I was troubled to learn from government watchdog White Coat Waste Project that my tax dollars are paying for wasteful, cruel, and dangerous testing on dolphins and sea lions at the Naval base in San Diego.

In 2023, the Navy spent $40 million of taxpayer money to conduct pointless experiments on marine mammals, such as subjecting bottlenose dolphins to extreme cold temperatures to study metabolic rate, force feeding dolphins salt water to see how they process it, and coercing sea lions to play video games.

In other experiments, these marine mammals are forced to perform dangerous tasks in exchange for food, including locating underwater explosives that could detonate and kill them.

What's worse, in 2022, the Navy sought to phase out the use of marine mammals for locating and neutralizing sea-mines, and to start using underwater drones instead. However, Congress rejected the request to retire the program.

Dolphins and sea lions are removed from their natural habitats and forced to join the military so government white coats can perform wasteful and dangerous experiments, using my tax money.

Like over 70% of taxpayers, I oppose this outdated experimentation and support Congress’s work to cut this egregious waste and abuse. 
  
I hope you will join bipartisan efforts to urge federal agencies to cut wasteful spending on marine mammals and all animal experimentation.
