As a {user_data~State} taxpayer and your constituent, I urge you to permanently end taxpayer-funding for animal experiments overseas. New polls show that a majority of taxpayers, like me, support this effort.

I was troubled to learn from the White Coat Waste Project that in 2020, the National Institutes of Health (NIH) spent an estimated $140 million on wasteful and cruel animal experiments in 29 foreign countries!

I was even more troubled to learn that there’s little to no transparency and accountability about how animals are treated and how the money is spent.

A recent audit by the Government Accountability Office (GAO) concluded that there’s inadequate oversight of how tax dollars are being spent and how animals are being treated in foreign labs funded by the NIH:

· NIH does not require foreign animal labs to abide by U.S. laws and policies

· NIH (we believe illegally) exempts foreign labs from having legally-mandated animal lab oversight committees

· NIH does not require foreign animal labs to report abuses and violations

· NIH has no system to verify the accuracy of self-reported information from foreign animal labs

· NIH has never inspected a single foreign animal lab in its 38 years of animal welfare oversight

A new poll shows that 61% of Republicans and Democrats also want to restrict U.S. tax dollars from funding animal testing in foreign countries.

Please ensure the NIH stops shipping our tax dollars overseas for animal testing.
