As a {user_data~State} taxpayer and your constituent, I urge you to cosponsor the bipartisan Accountability in Foreign Animal Research (AFAR) Act (HR 5020/S 2716) to permanently end taxpayer-funding for animal experiments in China, Russia and other hostile nations. I was troubled to learn from the White Coat Waste Project (WCW) that the USDA wasted $1 million to collaborate on dangerous bird flu gain-of-function experiments with a Wuhan lab experimenter tied to the Chinese government. I was even more alarmed to learn from WCW about an illegal loophole that exempts foreign labs from oversight about how animals are treated and how our money is spent. Audits by the HHS Inspector General and the Government Accountability Office (GAO) have confirmed this wasteful spending in Russia and China and the dangerous lack of accountability and transparency. New polls show that over 70 percent of taxpayers, like me, support this effort. Congress has also advanced Appropriations bills that would cut National Institutes of Health, State Department and Pentagon funding for labs in Russia, China, and other adversarial counties like Iran and North Korea. Please cosponsor the bipartisan Accountability in foreign Animal Research (AFAR) Act (HR 5020/S 2716) to ensure the NIH stops shipping our tax dollars to adversarial nations for animal testing.
