The PAAW Act cuts every single painful NIH experiment on dogs and cats.
62,000+ cats and dogs are locked in U.S. labs. Many are subjected to painful experiments, including tests with no pain relief. But is this how you want your tax dollars spent?
The bipartisan Preventing Animal Abuse and Waste Act de-funds ALL painful dog and cat tests funded and run by the NIH.

As a constituent, I urge you to cosponsor the Preventing Animal Abuse and Waste (PAAW) Act to de-fund the National Institutes of Health’s painful experiments on dogs and cats and to require more transparency and accountability about its testing on pets. I was troubled to learn from White Coat Waste Project that the NIH still funds more painful testing on dogs and cats than any other federal agency. According to documents obtained by the White Coat Waste Project, the NIH has spent: - $424,000 on experiments where beagles were eaten alive by sandflies. - $1.7 million to cripple kittens, waterboard them, and force them to swallow balloons. - $1.68 million to poison beagle puppies and cut out their vocal cords. - $53.3 million on breeding kittens and puppies to suffer from genetic disorders for deadly experiments. - $18 million to strap capsules of inflected flies onto puppies' bare skin, without pain relief. - $5.6 million to infect beagle puppies with “mutant” bacteria, and cover them in up to 250 ticks. - $7 million to cut cats' eyes out and electroshock them. Polls show that two-thirds of taxpayers like me oppose publicly-funded pet abuse and want to eliminate the NIH's wasteful animal testing. The PAAW Act will defund the most painful experiments on dogs and cats bankrolled by the NIH and require reports on how much the agency is wasting to pay for outdated and inhumane testing on pets. Please support the PAAW Act to prohibit the NIH from performing, funding, or otherwise supporting any “maximum pain” or other painful experiments on dogs and cats.
