As a constituent, I urge you to cosponsor the Chinese Laboratory Accountability and Watchful Spending (CLAWS) Act to require all federal agencies to issue an annual report on U.S. taxpayer funding for cruel experiments on dogs and other animals in China. I was troubled to learn from the White Coat Waste Project that the National Institutes of Health is still funding cruel and unnecessary dog experiments and other animal tests at dozens of unaccountable labs in China. WCW’s investigation exposed that the NIH is currently paying one Chinese lab over $2 million to conduct completely unnecessary drug testing on dogs and other animals. WCW also obtained videos and other evidence showing NIH-funded labs are maiming and “executing” beagles as young as one day old for wasteful and barbaric experiments. In all, 28 animal labs in China are currently eligible to receive NIH funding, including labs tied to the Chinese government and military and others working with deadly viruses that can cause pandemics. Even worse, transparency loopholes identified by WCW and the Government Accountability Office exempt some spending in China from federal reporting requirements. Please cosponsor the CLAWS Act to ensure Congress and taxpayers know how our money is being spent.
